POSITION TITLE: Web/Database Developer

SUPERVISOR’S TITLE: SENIOR IT ADVISOR

PROGRAM: Tatweer is a USAID funded project implemented by Management System International based in Washington DC. The project started in September 2006 and is expected to operate for two years with a possible third year extension. Tatweer falls under USAID’s Strategic Objective 10 (strengthening the capacity of national government institutions) and works with the Iraqi Ministry of Planning and Development Cooperation to deliver training to civil servants in five core areas including 1. Leadership & Communication, 2. Fiscal Management, 3. Human Resource Management, 4. Information Technology, 5. Planning & Policy. In addition to the training component, the project will also assist 10 key ministries in upgrading their facilities; disburse grants to local partners and award scholarships in Public Management over the project’s two year life-cycle. Tatweer operates in Baghdad with regional office in Erbil, Mosul and Basra. To support the project’s activities the development and maintenance of a web site is also required.

Certain deliverables for the project require software and database support. These include a monitoring and evaluation process, a database of project activities and statistical reports on the outputs of the project activities.

PURPOSE OF POSITION: To maintain the web and intranet activities of the Tatweer project. These include two web sites: The first is a tri-lingual web site that describes the project and informs target audience members of project activities and opportunities and that is commercially hosted out of country. The incumbent will be required to manage and maintain the content of the site (to be provided by the Regional Centers and Advisors) and manage the translation process for an English, Arabic and Kurdish audience.

The second site is on the Tatweer intranet and is used in the management of the project and as a host for IT-related project deliverables. Services include document management, a virtual library and several databases. The incumbent will be required to do some coding to maintain these systems.

NATURE OF WORK AND POSITION LINKS: The position is part of the IT department and will report directly to the Senior IT Advisor and have strong links with the Communication & Outreach Advisor managing the overall content of the commercial site. In addition, some coding will be required to maintain databases and enhance the intranet web site.

SPECIFIC ACCOUNTABILITIES/DELIVERABLES:

25% – Manage the uploading and maintenance of web site content/materials. This will require understanding the operating system, files, backup and other administrative activities.

25% – Manage the translation process to create a tri-lingual site as described above. Will be responsible for reviewing the translations as to accuracy and completeness.

25% – Database programming and maintenance. Some coding under the supervision of the Senior IT Advisor will be required. Also, timely updating of material and some data entry.

25% – Web programming and maintenance. Some coding and testing will be necessary.

QUALIFICATIONS:

Bachelors Degree, 2 – 3 years professional experience in the IT field with at least 6 months of web programming using C#, VB.net, VBScript or PHP. Must have used a web development tool such as Dreamweaver. Must have experience with MS Access or SQL Server. Arabic language skills, excellent writing and communication skills, stationed in Baghdad.
